Inspector Montalbano - Book 24
The local police are overwhelmed by the number of refugees appearing nightly on the coast of Sicily.  During one such night, the body of a woman is found among the rocks.  Is she a refugee or a tourist from the local hotel? And will the Inspector finally get a new suit made by the beautiful local tailor?  ----- I don't know much about the organization of Sicilian law enforcement, but if this is the way it works in real life, it's a wonder they ever arrest anyone.  Unfocused, with clues that seem to appear and/or evaporate depending on the mood of the day; by the end, I was just happy someone was held accountable.  And the long distance relationship between the Inspector and his girlfriend was an irritating distraction that made me wonder why they bother since it doesn't seem to be working for either of them.
